Leaseholder and Shared-Ownership

Refurb Update April 2021

Below is a Council statement outlining all the extra funds received last year.  All these grants were worked on in collaboration between the LWRA and the Lancaster West Neighbourhood Team (LWNT). We also had support from Lord Greenhalgh, the new Grenfell minister, the Council and MHCLG

This is in addition to the extra £57.9 million we had secured before which was made up of the original £30 million, a further grant of £9.9 million which the LWRA secured from MHCLG and £18 million from the Council.

The council are currently calculating the breakdown for leaseholders in each individual block, though it does mean every leaseholder will pay less or nothing at all.

Our position is still the same, that NO resident leaseholder should pay anything for the refurbishment, and we think that we will be able to secure that in the next two months.

We’re delighted to confirm that over £50m of additional funding has been secured for Lancaster West to become a carbon-neutral estate.

Most recently, £19.4m million of additional funding has been secured from the UK Government’s Social Housing Decarbonisation Fund (SHDF) Demonstrator programme, specifically for Hurstway Walk, Testerton Walk, Barandon Walk, Morland House, Talbot Grove House, Camelford Walk and Camelford Court.

This brings the total amount of additional funding secured between September 2020 - March 2021 to more than £50 million for the purposes of improving energy performance, which includes £17.5 million for a renewable district heating network, £1.6 million for Treadgold House through the EU’s MustBe0 programme, plus Green Homes Grants for Talbot Walk, Clarendon Walk and Camelford Court to benefit from new green roofs.

Over £14m of additional funding has been secured from council sources of funding for those blocks that have not received external grant funding, ensuring that every home on Lancaster West will benefit from a range of energy efficiency measures including triple glazing and warmer homes in cooler months.

This is in addition to the £57.9 million secured from the Council previously for new kitchen and bathrooms for tenants, as well as new door entry systems, CCTV and improvements to the fabric of each building

The SHDF funding which was announced at the end of March from the Department for Business, Energy and Industrial Strategy (BEIS) has been secured for the energy-efficient refurbishment of seven blocks on the Lancaster West Estate.

  • £12.9 million for Hurstway Walk, Barandon Walk, and Testerton Walk

  • £3.4 million for the refurbishment of Camelford Court and Camelford Walk

  • £3.1 million for the refurbishment of Morland House and Talbot Grove House

This follows £1.6m of funding secured for Treadgold House in late 2020 from the European Union’s Mustbe0 fund, with the support of 96% of Treadgold House residents.
